479b Necessary Preliminaries to Innovation In Univerities

Universities are being driven in part by some of the same market forces that are driving business. If one listens to the rhetoric of university presidents it sounds much the same regardless of its source. The drive for technological and other types of innovations is the drive for funding. This paricularly affects units with the potential prospect of obtaining large amounts of primarily government funding because this is the source of so-called "overhead" dollars which puts financial discretion decision-making power in the hands of various administrative officials. That discretion can be used for many development purposes.
