637a Climate Change Legislation and Litigation Update

The 2008 Lieberman-Warner Climate Security Act S. 2191/S. 3036 failed in the 110th Congressional Session. But, climate change legislation is not far away. This discussion will review the elements of the proposed 2008 CSA, the criticisms, the politics, and any developments that may point to possible resolution of these conflicts. This discussion will also address intersections regarding energy and greenhouse gas emissions in other law, transitioning into the following speaker who will address the U.S. Clean Air Act and how that statute addresses greenhouse gas emissions. Finally, this discussion will address any new developments in litigation involving allegations based upon climate change.
